Rosters | 40 Man | Free Agents | Trades | Waivers | Exporting | Financials

Rosters and Lineups:

The active roster is limited to 25 players, expanding to 40 players in September. In the postseason the active roster is again limited to 25 players. The minor league levels have a limit of 30 players on each level. The extended roster is limited to 40 players, any player on the 25 man roster must first be on the 40 man roster.

There is also a Disabled List for injured players. NOTE: Player must remain on the DL for a minimum of 14 days and can stay on there for as long as desired. Injured players may NEVER be sent to the minors.

Team Strategies: Team Strategies may also be set by each owner if so desired.

Lineups: Owners must create lineups vs. left and vs right handers. Owners may also submit depth charts for any position (defensive replacements and utility players). Depth Charts are completely voluntary, they are not mandatory.

Position players may ONLY play positions for which they have defensive ratings, with the following exceptions:

An outfielder may play any outfield position
3B, C, or OF may play 1B, but not vice-versa
SS may play 2B or 3B
2B may play SS or 3B

Removing a Player from the 40 Man Roster

To remove a player from the 40 Man Roster, first you must see if he will accept such a move. To check, open up the league in OOTP, and go to your team's Transactions page. Click and drag the player from the 40 man roster to the White area in the lower right hand corner of the screen. You may need to move the player to AAA in order to do so. You'll either receive the message, "The player would accept the assignment" meaning you can indeed place the player on waivers. Waivers where you seek to remove a player from the 40 man roster are always revocable. If instead, you receive the message, "The player would refuse the assignment. Release him or keep him on the 40 man roster", then you cannot place this player on waivers in order to remove him from the 40 man roster.

If you place a player on revocable waivers for the purpose of removing him from the 40 man roster, and he is claimed, then you can pull him off waivers. Of course, he then stays on your 40 man roster. If a player is claimed, and changes teams, he takes a spot on that new teams 40 man roster.

Sending a Player out of Waivers to the Minor Leagues

Each player has 3 "option" years where he can be sent to the minor leagues freely. You can see if a player has any years left by either looking at his player page on the website or by looking in game under "Show Financial/Roster Status" (they are also marked by a "+" on your teams Transactions page in game). After using those years up, it is necessary to have a player clear waivers in order to send him to the minor leagues.

First note that some players have the right to completely refuse being sent to the minors. If, in game, you drag them from the active roster to the AAA roster and receive the message, "The player refuses the assignment" then there's nothing you can do. He cannot be sent to the minors and you'll have to either keep him on your roster or trade/release him. If, however, you receive the message, "The player has to clear waivers before demotion. Put player on irrevocable waivers?" then, obviously, you can put him on waivers. All players put on the waiver wire for the purpose of sending him to the minors is automatically placed on irrevocable waivers, which means that if another team claims him they automatically get him, you cannot pull him off the wire once he's claimed. If he is claimed he is transferred to the new team and must go on their 25 man active roster.

If the player is not claimed, you can then move him to the minor leagues. Of course, during the season, there has to be 1 in-game day for the waiver process to occur. So if a player clears waivers before a sim, he'll have to stay on your active roster for the first in-game day of that sim. Simply include a message in an email who you'd like to call up in place of that player, and I'll make the changes for you after that one in-game day.

Re-Signing players during the season:

You may try to sign any player who is willing to try to sign an extension with you. Usually the player will give you a decent indication of what he is looking for. This can be a long process, with several rounds of going back and forth with a player. Use the transactions board to post your offer to that player based on the players needs in the game. I will respond with the players comments, and result of your offer. You may counter offer if the player is willing to continue negotiations. Be careful of your cap situation.

Free agents during the season:

Free agents are on a first come first serve basis, regardless of record.

To request a free agent pickup during the season, please post on the Transactions board. Please post name, position, and level. If you do not specify an offer, the default offer will be what the player asks for. If you do specify an offer that is lower then what the player asks for, there is a chance it will be rejected.

Free agents during the off season:

Each off season there is a free agency period. Each team is able to make bids on players, all bidding is blind (teams don't know what other teams have bid), and players may sign at any time.

A player that is signed to a contract during free agency may not be traded for a full in-game year after he was signed.

The money available for free agent signings in the spring of this year is equal to the previous year revenues plus your cash balance (which is a deduction if negative) less the annual salary this coming year for those players under contract.

Trades:

All trades must be emailed to the commissioner, with all players and conditions listed. Trades can include players, draft picks and cash. The email must copy all trade participants. Trading Deadline is July 31 in game time.

All trades must be posted on the Transactions board. Include all players, cash considerations and draft picks included, the position of the players, and which level they play at.

Any any point in time a trade may come under review by the league. If any owner feels that a trade is not fair/extremely one sided, that owner can send an email to the commish to request a review. I will take a look carefully at the trade, and try to get a general feel to see if the trade is out of balance. One or both of the teams may be required to compensate an unfair trade.

Waivers:

Waivers are used in order to remove a player from a roster, either the Major League Roster or the 40 Man Roster, or to make them available to trade after the July 31st trade deadline.

There are two types of waivers. Revocable waivers and irrevocable waivers. If a player has revocable waivers, you are allowed to pull a player back off the waivers (revoke the waivers) at any point during the waiver period, even if another team has claimed him. If a player has irrevocable waivers, that player cannot be called back if he is claimed by another team. If two or more teams put in a claim for the same player, the team with the lowest winning percentage will get the player. In the first month of the season, the previous years record is used.

The waiver process in the MIBL is done online. When you wish to put a player on waivers, you must make a post on the Transaction board with your team name, the players name and position, and whether the waivers are revocable or irrevocable. Two real days are needed in order for a player to clear waivers. For example, you place a player on waivers at 8pm Sunday night. He will have cleared waivers at 8pm Tuesday.

To send a major league player out of options to the minors, the waivers are automatically nonrevocable. To put a player on waivers in order to be traded or simply removed from the 40 man (like a minor leaguer already on the 40), you can use revocable.

After Deadline-Trading:

July 31st is the trade deadline in game. However, after that, waiver wire trading is available. Simply put, every player involved in a trade after July 31st must pass waivers, even prospects who are not on the 40 man roster. These waivers are revocable, so if you put a player on the waiver wire with the intentions of trading him, and he is claimed, you can then pull him back off waivers and not lose him.

IMPORTS

Download the league file and unzip it into your root C: directory. I have stored the directory information in the zip so it will automatically be unzipped to C:\Program Files\400 Software Studios\OOTP6.5 directory (this is the main directory if you installed the file normally). The file should be MIBL.lg. Open OOTP6.5 and open the MIBL.lg file.

EXPORTS

Make sure all your settings and lineups are finalized. Go to the "Team Setup" page in game, and click "Export team to FTP". You'll get a message if it is successful. That's it, you are done. If you wish you may check the "Team File" page on the site to see if your file was uploaded. You'll need to know your team number.

The Finances:

There is a salary cap of $80 million. You cannot go above that level, if a trade puts you over that level, it will be voided, you will have to release or trade players to fit underneath it. Managing your salary cap won't be too big of a hassle, but it will make you think, and it will make it impossible for one team to load up on all-stars at every position. I will adjust the cap as need be as the franchise goes along.

Ticket prices will be adjustable. Set them too high, and you will anger your fan base if your team is not that good. Too low, and your stands will be full, but you will not make as much money. If you don't want to mess with this, just leave it at its default, and it will be fine.

All teams will have equivalent local tv deals, and will all take an equivalent share of the national television coverage. All teams will start the year with a base merchandising total of $15 million, which will go up or down based on performance.

If a team releases a player, the team is responsible for the remainder of the contract, which will be added to its "Team Expenses" figure immediately. For example, team with a 5 year, $5 million per year contract who is released prior to year 4 will immediately be charged $10 million to their expenses figure. There is no penalty to releasing a player with a Minor League Contract.

You may not release a player if his release will put your Cash total at the end of the season below negative $5 million.

MIBL incorporates a league revenue sharing that helps smaller market teams be more competitive and profitable. At the conclusion of each season a team's cash reserves will be updated by subtracting payroll from income, and then adding any cash in reserve from the previous season. Teams can retain up to $100 million dollars; any excess is pooled league-wide for distribution to teams in smaller markets with negative cash flow.

Improvements:

All stadiums will start off with a seating capacity of 40,000 people. As the league advances you may wish to add improvements to your stadium and increase its capacity. This ability will cost cash.

You may also wish to change your stadium dimensions or ourright build a new stadium. These are both possibilities that I would like to allow, however this all depends on your current cash level.

Prices (these may vary):

5 Million dollars for each additional 5,000 seats
10 Million dollars for any change in dimensions.
20 Million dollars for a new stadium, plus either a 8 million a year for 10 years bond or a 5.3 million dollars for 15 years bond. New stadiums allow any number of seats to be built as well as any new dimensions. Also because the city has a brand new stadium, market size will be inceased one step, and fan interest will be increased by 10.

Promotions:

OOTP6.5 incorporates a promotions schedule. Include it in your import/export.

IMPORTANT NOTE: Please remember that promotions cost money and that will affect your financial bottom line.

Penalties:

There is a possibility that a team could violate a rule. For example, intentionally playing a player at the wrong position, or violating the salary cap. To deter this, there is a league penalty system for such violations on a case by case basis. For example, a salary cap infraction may result in a 5 million dollar fine. (money would be distributed to the rest of the teams in the league).
